Check the Intel thread - I already hypothesized such a scenario.

However, the XEONS are not defective.

They work absolutely fine in one or two XEON systems. It is only with 4 XEONS hooked up that problems arise at 450 MHz. 400 MHz XEONS work fine in 4-way systems, if they are certified by Intel.

Same as AMD offloading slow K6-2's as 333 MHz or 380 MHz with 95 MHz front side buses. I doubt that you will run around your neighborhood proclaiming these DEFECTIVE because they won't run at 100 MHz FSB.
