Lots of questions there WesB. The SEC has fairly broad powers and has the jurisdiction to see the things that you are asking about for the most part - I think. They use the subpoena power to elicit disclosure. Of course if you then evade of fail to answer, well the enforcement record at the SEC is littered with judgements against that alone.

Disgorgement is not out of the realm of possibility along with punitive damages. But with $/trading volume of this one I think there may be too little scattered too widely to make recoupment very likely. So my guess is not to expect much if at all. But don't throw way your trading statements either as you never can tell.

As to the pumpers, I expect that there is a growing appetite to maybe enforce against even them. Maybe with a few heads stuck up on poles outside a federal courthouse, they could make some of these pumpers think twice about feeding investors purposely misleading statements. Here's hoping anyway.
