"On 10/12/98: It was reported that institutional holdings of WCII have increased by 5% or more. This data is generally updated in Investor monthly. Such an increase is generally considered bullish for a stock because it tends to mean greater price stability and stature."

Is this 5% of total float, or a 5% increase compared to what the institutions already held?
