Got it!!

start by going into the icon called "my computer"
then go into the "C" drive
then go into the "windows" folder
then go into the "start menu" folder
then go into the "programs" folder
then go into the "StartUp" folder

each folder is inside the other in the order that I gave.

Once you have the "StartUp" folder open you can drag the IE icon to your desktop for future use. At that time you won't have it pop up when you start your machine.
