If you want to play with the big guys you need quickly to learn their rules.

If interest rates are at 5%, it means that a investor pays a P/E = 20. In the actual Market the same logic has to apply regarding stock market. So lower the interest rate will be in the future more the market will accept higher P/E ratio.

So since the hole market is now in a correction, the P/E has to go down and that is what the CGI P/E is doing. To bad but it is the reality.
