Well, it appears that the Q is willing to fight. As always, now is the time to compromise, for both the Q and the ETSI. Let's say that the ETSI incorporates CDMA2000 into the W-CDMA proposal. Let's assume that the Q will lower their licensing rate from 5% to 1%. By reducing it, the Q will make money where-ever a phone/infrastructure is sold. Furthermore, the Q will need a license (most likely) from the gang to integrate their stuff into TDMA.
