Qualcomm has already announced that convergence with a fair royalty rate is the way it wants to go. ETSI members forged ahead with their UMTS/WCDMA/ whatever proposal assuming Qualcomm would feel differently. It didn't happen. qualcomm.com I am not aware of other participants fighting for the best interest of providers and consumers.
