But the NA GSM Alliance can spout off whatever, it is the ETSI that will make the deal with the Q. Wouldn't you, as a company, want fair royalty rates?

Remember my If-Then statement. I, personally, don't think litigation is the way to go. The ETSI and the Q need to figure out a way so the Q gets convergence and the companies that need to license the Q's patents get reasonable (read reduced) licensing.

If I were in the Q's shoes, I would be stating what they have been stating. However, I would be secretly be negotiating and I bet that is what the Q is doing right now.
