Back in 1988, the California voters piously and self-righteously passed an exorbitant cigarette tax--for our own good, was the message. This tax was to be used for education and for smoking cessation programs and, of course, to pay for the health care of us selfish smoking wretches who "they" say overload the system with smoking-related illnesses.

Well, except for some embarrassingly insipid and irritating TV commercials, this money has been used for everything but it's stated purpose! And, not surprisingly, nobody has come knocking on my door and offering me any programs or assistance.
