The purpose of this legislation is to promote the conversion of Pennsylvania coal and other carbonaceous feedstocks (i.e. coal waste, biomass, industrial waste, petroleum residue, etc.) by Pennsylvania companies into liquid fuels thus providing a viable, technical and economic alternative to foreign produced/supplied oil and oil based products.

If I'm not mistaken, neither TX nor RNTK is a "Pennsylvania" co.
If TX/RNTK build a conversion plant in PA., would they then be
considered "Pennsylvania" co's?
