It's not enough to simply outlaw negative outlooks or reporting. We need to legislate a minimum daily increase in the major indices. (say... equivalent to approx 12% annual). This would solve many of our nation's Social Security problems. If a given index would otherwise have not met it's increase target, or worse.. decreased, then the results would simply 'not count' and would not be reported or enforceable in the closure of any contracts. Just a suggestion... -Mitch
