That's a great article David. I noticed that it called the St. Louis/KC plan "voluntary" . Well, that's a legally accurate statement, but the decision was made to go with the "voluntary" plan instead of the court mandated version. This was simply a decision made because it was a foregone conclusion that the busing would be ordered unless the state complied, so they opted for the voluntary plan in an effort to maintain some control.

Some people just never learn. bp
