Fed cuts rates
The Federal Reserve cut two key interest rates by a quarter percentage point each, citing growing caution among lending institutions and unsettled financial markets. The move, which was highly unusual, sent U.S. stock and bond markets soaring. The Fed was not scheduled to meet on interest rates again until November. The move puts the Fed funds rate at 5 percent and the discount rate at 4.75 percent.
