As always.... Coal production in PA and WVA has dropped in the last decade from a manpower usage basis...I would expect solid backing from local legislators for any reasonable opportunity to re-employ those who had worked for the coal industry in the past. I would also expect favorable speed ....red tape gets cut quicker. Shoot1st
