TMAZZ - The positive Final Determination is the last step.

Kevin Gover is the top non-elected public servant in the Department of the Interior, like a Deputy Minister in Canada. His signature is final. I believe that the official announcement, with all the politicians and associated hoopla are still to come. The wording in the press release is both careful and legally correct. Its meaning is clear. "Kevin Gover ... signed the Final Determination, a positive decision for the Gun Lake Band..."

Some people may have trouble understanding the first two lines of the press release because the legally correct words are different from the words we commonly use. Some confusion may also stem from the fact that this press release is so understated and dry it puckers. It contains no non-essential information. One needs to think through these dry facts, and their implications, to grasp the full significance of what these developments mean for the Band and the company.

If you look at the BIA website there's a section that describes the B.A.R. process. The culmination of the whole thing, the whole point of the exercise, is to get the Assistant Secretary's signature on a positive Final Determination.
