You seem to be saying that of the three you initially cited that Oppenheimer , since he ADMINISTRATED the project was creative in the scientific or engineering sense?

AM I MISSING SOMETHING SERIOUS HERE?

I restate - WRT scientific or engineering sense, none of Vannevar Bush, Leslie Groves, or Robert Oppenheimer were really on the creative side from what I have read.
