RESEARCH ALERT-Warburg rates staffing firms

NEW YORK, Oct 16 (Reuters) - Warburg Dillon Read said it started coverage of staffing companies on Friday.

-- Analyst Arthur Weise started coverage of Hagler Bailly Inc. HBIX with a buy rating. The strategic consulting firm focuses on the network industries and is seeing more growth from the deregulation and privatization of the utility industry, he said.

-- shares up 1/8 to 18-1/8

-- Weise started SM&A Corp. WINS with a buy rating and Metzler Group Inc. METZ with a buy rating.

-- Analyst Thomas O'Halloran started Maximus Inc. MMS with a strong buy rating and a 12-month price target of $39. In a note, he said growing government outsourcing in health and human service administrative functions could help Maximus.

-- shares up 1/2 to 30-1/2

-- O'Halloran started Robert Half International Inc. RHI with a hold rating, based on the view that it will fall short of the 1999 consensus estimates, he said.

-- Robert Half shares up 6/16 to 40-5/16

-- The company is the largest placement agency in the fields of accounting, finance, information technology and law. It provides both temporary and permanent placing.

-- O'Halloran started Modis Professional Services Inc. MPS with a buy rating.<b/>
