OK, then what the hell are system resources? or, where can I learn a little about it .

One place to learn a little about system resources is in the "Microsoft Windows 98 Resource Kit" book. This is an expensive book, $69.99. System Resources are "handles" used to map objects in programs to System Tables.

However, I am confused as to why you were running low on System Resources. The table on page 1206 in the "Microsoft Windows 98 Resource Kit" shows many of the system resources have unlimited limits and the rest have high limits.
