Normally it was the Royal Canadian Mint in Ottawa. Some was sold to mints in the states on the QT. Rarely was grade publicly reported for that reason. Know a coupla old mines that ran at higher than advertised grade. Years after the war restrictions were lifted and private buyers got into the act. (Deakins) You still need a smelting license as far as I know($5.00) and are supposed to phone the RCMP when you are to smelt gold. At least that was in the old regs. In Ontario they made it illegal by statute to possess gold if you did not have jewellers license, a mine in production or some other permit. This was to obtain easy prima facie convictions for high grading as it was impossible to prove where the gold came from once it was on the surface.
