I'm going mostly by the headline of the PR:

"Labor Ready to List Common Shares on New York Stock Exchange"

Of course, the release (as it reads now) contradicts the headline by admitting that they have only applied for listing.

It's a bit irregular to preannounce a new listing on an exchange or index. Doubly so if the decision hasn't even been made yet.
