It's clear to me gooch hasn't a clue how contracts with the
federal government work. I work for a federally funded lab,
and I know that the bureaucracy definitely prevents things
like purchase orders being issued for the new fiscal year
(October 1) until budgets are approved for any major item.
So, JMAR's explanation, although could be a fabrication, does
ring true to me.
