Buy/sell inbalance in this particular case means:

There are open orders of sell (of a particular stock) that the specialists of NYSE could not find buyers for.

Usually we are not talking about small orders here, and the fact this occured on 12/31 (very infrequent events indeed) carried some implications--either negative or neutral, definitely not positive.

Let me quote a few examples:

MRK 163,500 shares
CCI 56,300 shares (I own quite a bit of this stock, BTW)
KO 129,700 shares
CPQ 139,600 shares
C 95,300 shares
etc

By contrast, the BUY "inbalance" means orders to buy could not be filled for lack of sellers. Stock in demand.
