Ballot measures "are a public spanking of legislatures," says Elie Pieprz of Americans for Tax Reform. "The initiative process is a great safety valve because it helps the voters get laws enacted that the legislature could never get through," Arnold says. "The politicians don't like it because they don't like the result," says Steve Buckstein, the president of the Oregon-based Cascade Policy Institute. Initiatives are direct democracy in action.
