QUALCOMM chose an implementation in the bandwidth they did to fit the government bandwidth strictures of the day. There was some argument as to whether they should have gone wider. To answer more IP arguments later, QUALCOMM also, way back about 1990 foresaw the use of IP [internet protocol] in mobile and THAT is going to be big time too. Do you own any L M Ericsson shares?
