Yes the NEW HIGHs/LOWs did improve.

Take a look at the following chart showing the bear market of 1973. This discussion is not to say this market is the same as 1973. But take a look at OCT 1973 on the chart. The NEW HIGHS/LOWS improved alot, and the market rebounded over 50%, only to head back down. That specific time frame in 1973 could be similar to what is happening right now.
