Assumption you are making is that the DMEA contract is the same
as the other contracts being discussed as delayed. There is
no clear indication of this. JMAR has a number of different
government funded contracts. Also, the DMEA primary can well
choose to delay contracts with subs until their budget is activated.
At our lab, we are run by a primary non-government contractor too.
That means we don't shut down, and salaries are paid, but a delay
in government funding DID mean that project budgets were delayed.

So unless you and I know the specifics, we are both blowing hot
air, although you seem to be blowing harder for some reason.
