You don't give numbers, so I'm not sure how you reach this conclusion. CDMA WLL will operate with 25km cell radius, if you use standard phones, with small directional outside antennas (patch antennas) on the distant homes.

That ought to work out fine in rural areas. Do you think larger cell radius is needed?
