Walter, The PMC deal is not in Cistron's stock price until you get past the 50 cent level...Current market value 22 cent a share. The total value of the PMC deal in the Letter of Intent if all of the milestones are meet would mean another $1.43 a share in value to Cistron. The deal is obviously not in Cistron's current price of 22 cents.
