"Making the Palm OS "Open Software" means there are now thousands of software developers who will make software for the Palm, just for the fun of it (or for profit - which MSFT can do without any alliance with 3COM)."

I must admit that I know virtually nothing about the PalmPilot os. But I would think the os itself is controlled by COMS. They will receive a royalty on all PalmPilots sold, even if they don't manufacture the unit. Like MSFT with win98. The source code is given to developers to create new software. Just like with win98. I would think that MSFT would be the model to use here, but I could be wrong. That's why MSFT would want the software -- I would guess.
