Could everyone or almost everyone thought that it was their problem, their PC's problem? Is that not what most people think?

Do they not think that it is their problem because they do not understand HOW their PC works and HOW it should perform?

Don't you think the companies that produce PC software and the companies that make personal computers get away with a lot of "zinga" because the public does not know any better?
