I believe the 18 months refers to the difference between the scheduled release dates of mid '99 for the K7 and late 2000 for the Willamette.

I will bet that Willamette is no later than mid 2000 (and that it has some major bugs). By that time, AMD will be well into the design of the K8, to be compatible with the EV7.
