This, of course,is good for 1st world economies

For the short run it appears to be good, sending down the cost of manufactured good etc., but if you take a somewhat longer term view you must recognize that oil and other natural resources and commodities are the source of the buying power from many emerging countries. We need those countries to buy the goods and services from the industrialized nations, and without the dollars they will be hard pressed to buy our goods.

The reason that Venezuela won't hold to production limits is that it needs the cash. Increasing production will send the price of oil down which will once again create cash shortfalls for struggling economies.
