It has been possible to format a Zip disk with the operating system for quite some time. Windows 95 can do it, and so can Windows 98. Of course, your system has to be able to boot from the Zip disk to make this worthwhile. My PC can, because it boots from a SCSI disk, and I can set it up to boot from any device on the SCSI chain.

The other half of what you're looking for, PC makers installing the Zip as drive A: seems to still be a problem, though. Micron announced they were going to do this more than a year ago, but it never happened.
