It's not just NASDAQ they are screwed on - I placed a limit order on NTBK @ 18 11/16 at 12:01 - the best bid has never changed from 18 5/8. Not just on their quote server - it's obvious the order has never been placed. DATEK, can you say "Class action"? Oh, that's right you don't say anything do you? I forgot.
