Let me put in my two cents here. Even before she entered the White House, Monica told friends that she fantasized about having sex with the President on the Oval Office desk. In discussions with Tripp and/or in her testimony, she evidently made no bones about the fact that she did her best to turn that fantasy into a reality once she hit the White House. (They never did make it to the top of the desk.)

Clinton was a total dope to jump at the chance to fulfill her fantasy. (The fantasy, BTW, of a full-grown adult. At her age, I was a married woman with a child.)

But that is not what the law defines as "sexual harassment."
