The job of an analyst is not to take projections from the CFO of a company and submit it to First call as their "estimate" even though that's what seems to happen in practice. The job of an analyst is to *analyze*.
In this case, seems that Kumar was *analyzing* the IT market as a whole and projecting into the future. He thinks that the corporate demand is expected to be down in future based on macro trends(I presume). That is something that Dell might be unaware of as of now(and hence their announcement).
