It makes perfect sense for T to spend a one-time expense of billions to upgrade TCI's cable network. Then they don't have to pay anymore access fees to those customers they reach with their coaxial cable network."

From today's news: "AT&T (T) and Time Warner (TWX) are negotiating a deal to give Ma Bell access to Time Warner's cable network for local calling services, the Wall Street Journal reported."

Looks like HFC is a very compelling Last Mile solution. I think we all knew the above was coming (AT&T / Time Warner deal). There appears to be a lot of money already being spent on the cable plant upgrades to two-way HFC. If this deal goes through, it will really put another major stamp of approval for HFC. It'll be interesting to see if they can work out the details.
