ICG is making its mark, it appears, in beating up on the Bells to reciprocate on local calling charges. And they appear to be winning in multiple states.

And as an ISP, they are also enjoying exempt status, if I'm not mistaken, on the access side wrt universal service and originating and terminating charges where their IP services are involved... or does this extend beyond simple dial up access, into their VoIP services as well?

Would someone care to render an interpretation as to what's really going on here? If someone already has a grip on this beyond the press releases, I'd appreciate knowing what's really happening here.
