Since after lo these many months I think I've gotten a pretty good feeling for how DAMIEN's disgustingly evil and petty little mind works (mostly via you betraying your little sidekick's trust by passing along most of his innermost thoughts and feelings), I bet he hated seeing a Peace Accord signed almost as much as he hated to see DCI pop. Screw him I say!
