Charles, et. al. The regulatory environment in Massachusetts is apprently such that the rapid adoption of Biosafe's landfill remodeling technique is just not going to happen. Biosafe needs to establish itself as a profitable solid waste management company and gradually introduce landfill remodelling as a competative advantage as regulatory developments permit.

Take a look at the MASSACHUSETTS EPA web site for a document posted 1/3/97 asking for public comments by 2/7 on a new set of standards for landfill remodelling.

Most interesting is the proposal that new capacity generated by the remodelling process be subject to the existing moratorium (which I undertand goes through 1997 for non Municipal waste and through 2000 for MSW). If approved, what does that mean for the Bucklands and S. Hadley projects?

If I'm wrong about any of this, I hope Jay or someone will correct.

Regardless of this development BSFE can try to get projects outside of Massachusetts, and it can continue to operate landfill sites without remodelling. Its long term future may still be bright. Not so sure now of the prospects for the next few years.
