As to your "fetal viability" discourse, that takes us back to
agi-usa.org . In 1992, there were 320 abortions performed after the 26th week, i.e. in the third trimester, the traditional viability yardstick. Extremely few, and I wager almost entirely done due to some kind of extreme circumstance. Add 25-26, another 850. Now we're above your 1000 PBA's in Ohio in 1985, but it's for the whole country. 23-24 gets us into significantly larger numbers, admittedly. But this was 6 years ago, and the trend has been downward.
Then, we have the overall fetal death numbers, i.e. miscarriages and other health problems. Those numbers look worse.

i.e. after 26 weeks, fetal death is far more likely due to causes other than abortion. Better prenatal care would no doubt help there, but that doesn't seem to be a high priority politically these days, does it? It certainly doesn't have the visibility of the "pro-life" movement.
