OK looks like you have done your homework...
Compression can double performance over any base connection, depending on file type. Text usually compresses better than 2X, allowing 5KBps over a 33K connection and 8-10KBps over a 56K connection, but already compressed files (zips and jpeg files) will be lucky to transfer at the base rate (3KBps over 33K, 5KBps over 56K).

I would suggest working with Viking on this since they have the most skin in the game (it is in their interest to resolve problems with presario setup, given the market share). There are lots of ways to go south on a modem installation. I doubt that it is a HW problem, since the serial port is pretty standard technology, but anything is possible.
