I never said Turner was an MSO, nor was that a qualification you made when you said no one has challenged must-carry rules because the cost isn't worth it. Frankly whether or not a must-carry challenger is an operator or a programmer seems irrelevant. Programmers have as much to gain by the overturning of the rules as the operators. This is an example of very bad public policy that HAS been challenged, to no avail.
