You got it right Frank, this walks like a duck, quacks like a duck and must be a duck. However, this one is maybe a pin tail and not a mallard because the total "access charge" is kept by BA - (i.e. no portion is paid to the Farmer Brown fund, local school internet fund, etc...). Can you clear this up?
