Another interesting note in the article was the women who had 3 or more children who were having abortions. It would seem to make more sense to provide them with the choice of a cheap hysterectomy to prevent future births or abortions. It would also make sense to also provide this alternative for any women who already have children but decide to have an abortion for a subsequent unintended birth.

As for racial differences in abortion rates, since the article cited much of the abortions were in the 20-24 age group, it would tend to indicate the rates would keep dropping. I had also considered the following paragraph from the same article in forming my opinion:

In 1995, as in previous years, the abortion ratio for black women was approximately twice the ratio for white women; this differential has increased since 1986. In addition, the abortion rate for black women was approximately 2.5 times the rate for white women. Race-specific differences in legal induced abortion ratios and rates may reflect differences in factors such as socioeconomic status, contraceptive use, incidence of unintended pregnancies, and access to family-planning and contraceptive services.
