I've looked a litle deeper into the various documents and proposed regulation changes available on the MADEP web site and want to report one (possible hopeful) aspect. Actually, long term, the whole thing may well be hopeful in that MA is clearly putting in place a process that (if the BSFE technology and procedures are a good as I believe they are and the need is a great as I believe) will allow remodelling projects in the 21st century to get approved and go forward without the uncertainties that plague Fairhaven. Short term, the question is about delays at Fairhaven S. Hadley and Buckland.

I should have added the question of what happens to the petition to build a second cell at Fairhaven an increase its capacity to 400 T/da
Well, the closer reading reveals there is an alternative to the Capacity Allocation Processs (the one subject to the moratorium untill 2000 for MSW). MA has a so-called "Innovative Technologies Program" to provide special consideration (and controls) to test and demostrate the benefits of new ideas. Projects approved under this program can procede independent of the moratorium.

I'd love to know the satus of the Fairhaven, Buckland, and S. Hadley projects and the possibility they will be considered under the ITP.

Is anyone out there intersted in all this, or should I keep these matters and questions private?
