By "slick" assume you are refering to Billery Clinton.
It is not the time table that is is at issue but rather the the method of disposal. The military was assigned the task of finding alternitive technologies to incineration but committed billions of $s to incinerators and would look foolish if they found a better, cheaper, and safer means to dispose of chem weapons. From the people I have spoken with it is my opinion the the military chose to go foward with techs they know will ultimatly fail. The best techs were the SET process and Silver II which were not funded in the final round. I would strongly suggest you go to www.cwwg.org and spend some time reading their releases
