Mrs. Stitch suggests it sounds more like tung ah noh foo but that is likely based on Malaysian Cantonese with who knows what mixed in. The Hongkese version may be closer to the original. She also suggested that the term stems from the rampant opium addictions courtesy of the Brits and began as a term of derision by the Brits but became a scathing self denunciation for having allowed the trade to take such an incredible hold on the Chinese. It could well have carried into the Meiji while China was as close to colonial subjugation as it ever came due to concessions made as a result of losing the two periods of conflict with the Brits known as the Opium Wars.

The latter Opium War began in 1856 and slightly precedes the Meiji reformation of 1868. (The 19th century by the way.) It is a facinating term, regardless, and one I had not heard before.
