if the upgrades are completed by Nov. 98, as their report states, for what do they need added labor other than new contracts (the number of which is unlikely to increase dramatically even with upgraded vessels)?

TDW's utilization rates were obviously higher than they should have been as TMAR took more boats off the market (than they had previously announced) to upgrade them -
