Jim - it really is a modem problem most likely. 14.4 is an old enough technology that there were Trellis-coding "compliance" problems among the vendors that still crop up today in modems that have to downshift to that speed. The reason they have you trying 2400 is that it is almost bulletproof.

You're faced with a double whammy - don't waste your time at 2400BPS; get a 33.6 modem (external) so you can move it to a new machine when you upgrade. You're going to find that your PC is part of the problem even if you do get connected at those speeds - it will time out on running some of the apps being sent it.
